第４回IR（カジノを含む統合型リゾート）発案部会
４月６日に開かれた日本PFI・PPP協会の会合にて、理事長の植田氏が発表した。
「地方都市におけるカジノ（IR）具体化への道
この発表の中で、公共施設の横に、「大規模ゲームセンター」が隣接している。
この意図は、カジノ法が立案されても、現実にオープンするまで数年は掛かるので、その間のタイムラグが出来る期間PFIが施設を作るのは、どうだ。と言うことである。
この数年間は、カジノに対する拒否反応を軽減しよう。との事である。
この発表の後、植田氏に「鳴門カジノ実験」の資料を渡し今後の熟度を上げることで一致した。
議員連盟のカジノ法による具体的施設は、シンガポールを見本に、ディズニーランドの様な統合的カジノを考えているようであるが、地方の小都市ではすぐ左前になってしまうだろう。
カジノ法が審議されているが、地方の小・中都市のモデルとはならないためにどこからも手が上がらないのと、絵空事の様なカジノ法のためさっぱり盛り上がらない。
このような不満もあり、PFI協会がその隘路を見出しているようで面白いものである。
カジノ法が通れば、パチンコと同じで全国１０カ所のカジノは、地方の警察の裁量でなし崩しに全国に広がるだろう。
そのためにも、地方のカジノモデルが必要と思われるが誰も声を出さない不思議の国日本である。

PFIに任せると、こじんまりした施設などは良いのですが、大規模施設は国際観光業に精通した業者なのでPFIの傘下に入るのを嫌がると思います。
国が直接関与するよりは、まだPFIの方が動きやすいものと思います。
カジノ法が通過すればどうなるやらさっぱり解りません。
ごたごたしているから、PFIが地方の活性化の切り札と考えるようになったと思います。
